The 2018 health insurance open enrollment begins November 1, 2017 and continues until January 14, 2018. This is the time you can enroll in a new plan or change your existing plan.
You may be eligible for financial help if your household income is below certain levels. This help can be substantial! The only way to obtain the help is by purchasing your health insurance through the federal exchange or a state run exchange, such as MNsure. There are some circumstances (known as Qualifying Life Events) that create a special enrollment period. These include marriage, loss of qualifying health coverage, gain or loss of a dependent, change in residence (limited), or becoming newly eligible for MA or MNcare. For private plans, if you apply between the 1st and 15th of the month, your coverage begins the first of the following month. If you enroll between the 16th and last day of the month, your coverage does not begin until the first day two months out. It is important to be timely in applying for coverage, or you may have a gap in coverage of a month or more.
All indications are that rates in Minnesota will be steady for 2018. While neighboring states may see rates increase by 50%, Minnesota’s new reinsurance program passed by the legislature is going to have a role in keeping premiums steady this year. After years of double digit increases, this is good news for Minnesotans!
Something that is going away in Minnesota for 2018 is the 25% state provided discount to those not receiving the federal premium subsidy. This means that some individuals will pay more for health insurance, even though the price of their plans may be lower.
